Many iOS Firmwares are no longer being signed; 13.1.2, 13.1.3, and 12.4.2

iOS 13.1.2, 13.1.3, and 12.4.2 have all been unsigned by  at this time. Unsigning a firmware means it is impossible to restore or update onto that IPSW firmware with your device without some kind of exploit like checkm8 (which is only for A11 chip devices and lower).
